Journalists covering the event were also targeted, blocked from leaving the venue, and ordered to delete footage from their cameras and phones. Witnesses and civil society actors described the disruptions as coordinated, with participants allegedly selectively mobilised to dominate proceedings in favour of the Bill.

This incident is part of a broader pattern of volatile scenes that have marred the hearings, which commenced on March 30 and were scheduled to run until April 2. Reports detail similar disruptions involving heckling, threats, and the forcible removal of individuals at venues in Bulawayo, Chitungwiza, and Kwekwe. In a separate incident underscoring the climate of intimidation, officials linked to Lovemore Madhuku's National Constitutional Assembly were reportedly assaulted at their offices ahead of the hearings.

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has also announced its 'total withdrawal and disengagement' from the process. In a strong statement, ARTUZ said the hearings had degenerated into a 'theatre of coercion, fear, repression, ruling party rallies, violence and intimidation,' accusing authorities of bussing in participants to manufacture consent. The union stated that while its initial participation was driven by moral duty, the process had failed basic standards of legality, transparency, and democratic integrity.

Independent observers have corroborated concerns over the hearings' legitimacy. The Election Resource Centre Africa flagged significant irregularities, raising concerns over fairness, transparency, and equal access for all citizens. Its observers noted that participation and submissions appeared to be largely controlled at the discretion of presiding officials, rather than following an open and democratic format.

At the heart of the contentious hearings is a specific proposal within CAB3 to extend President Emmerson Mnangagwa's term of office by two years—a move critics argue undermines constitutionalism. The opposition and civil society now warn that the credibility of the entire constitutional reform process is in jeopardy, with mounting calls for authorities to guarantee safety, neutrality, and genuine public participation before any further consultations can be considered legitimate.
