Source: ZRP demands professional conduct . . . as 39 instructors graduate – herald Freeman Razemba Senior Reporter THE Zimbabwe Republic Police command is fully aware of unscrupulous elements who have a tendency of “milking” recruits of their money through business dealings and other nefarious demands in exchange for leniency and favours. Speaking at the graduation of 39 police instructors at Mkushi Camp (formerly Morris Depot) in Harare yesterday, Principal Police Staff College Commissioner Edward Tshuma issued a stern warning against such practices. He said such conduct is not only against the Academy’s Standard Operating Procedures and the Police Disciplinary Code of Conduct, but is also criminal, with far-reaching consequences for the quality of policing nationally.
In his address, Comm Tshuma reminded the new instructors of the ZRP’s constitutional mandate, to detect, investigate and prevent crime; preserve internal security; protect lives and property; maintain law and order; and uphold and enforce the Constitution without fear or favour. “This mandate places a burden and responsibility on the ZRP of ensuring that it trains police officers who are fit for purpose, as per the dictates of our Heritage Based Education 5.0 Philosophy,” he said. “In this regard, the organisation declared the year 2025 and beyond a period of training all police officers.” Comm Tshuma described the Police Academy as the critical first port of call where civilian minds are reshaped to produce astute police officers. “The people who are responsible for transforming these civilians into police officers are Instructors. This task involves de-learning bad habits and socialising the attested recruit into the culture of police discipline.” Comm Tshuma said human capital development forms the basis of any organisation’s effectiveness and continued relevance. He noted that the ZRP has made deliberate efforts to embrace training in line with the ZRP Strategic Plan Moonshot 2030 and the national aspirations of Vision 2030. “Central to this effort is innovation by all rank and file,” he said.
The graduating officers covered subjects including Foot and Arms Drill, Training Methods, Management of Training, Basic Concepts of Micro-Teaching theory and practice, as well as Counter-insurgency training. “I am certain that these modules adequately developed you to become innovative, competent, and effective instructors. As you have embarked on this journey of being qualified instructors, I implore you to be exemplary to all those around you.” Comm Tshuma added that recruits should learn by observing the conduct and decorum of their instructors. “In everything that you do, be it your turn-out, your speech, or the way you lead others and manage yourselves, be the standard from which the recruits take a leaf of excellence. Practice the qualities of professionalism, patience, empathy, enthusiasm, consistency, ubuntu/hunhu/humanity, and perseverance.
These are distinct and defining qualities which brand the Instructor as a unique breed of a police officer.” The senior officer warned against corrupt practices, emphasising the critical role instructors play in shaping the ethics of future police officers. “I therefore implore all of you to shun corruption in its various explicit and subtle forms. It will be the highest form of disservice if the recruits get exposed to and learn corrupt habits from you through your corrupt tendencies. Being an instructor is not a leeway to exercise undue authority on recruits but to be a torch bearer.” “The command is fully aware of some unscrupulous elements that have a tendency of milking recruits of their money through engaging in business dealings and other nefarious and outrageous demands in exchange for leniency and favours. “Let me warn you that this is not only against the Standard Operating Procedures of the Academy and the Police Disciplinary Code of Conduct but it is also criminal.
Corruption has deep and far-reaching consequences and impact on the quality of policing nationally. “The organisation puts its full weight of trust on you to produce the ideal and ethical police officer. In that respect, it will not be proper if the very instructors who are supposed to teach police officers to shun corruption teach them to be corrupt by being corrupt themselves.” The graduation ceremony was attended by several senior police officers.
